Is Sam Wercinski Using ADRE Mailing List to Promote SOS Campaign?

I received an email from Sam Wercinski today, former AZ Real Estate Commissioner, announcing his campaign for AZ Secretary of State.  Two things are interesting.  One is that it came to my business email address, which is on file with the Arizona Department of Real Estate.  Two, I am not on any Democrat campaign list.  Sam is a Democrat, and a former Napolitano Appointment.  Thus, the questions arise, is Mr. Wercinski using the Arizona Department of Real Estate email list to promote his campaign?  If so, is that not an ethical violation, and perhaps against the law?
